Commissioner Grueneich and Administrative Law Judge Steven Weissman issued a ruling placing limits on SDG&E's ability to go onto private property against landowners' wishes.

State Senator Christine Kehoe introduced a bill to require public hearings for de-designation of state wilderness.

February 2007

More than 500 attend CA State Parks Commission Hearing.

Hundreds attend CA Public Utilities Commission Scoping Meeting.

Legal filing resulted in second round of Powerlink scoping in February 2007 with eight additional public meetings planned.

January 2007 SDG&E revises Sunrise Powerlink cost savings estimate from $447 million to $85 million
November 2006 SANDAG votes to take no position on Sunrise Powerlink until official Environmental Impact Reports are published (due out in August 2007).
October 2006

CA Public Utilities Commission and Bureau of Land Management hold public meetings to identify issues and alternatives that should be included in environmental review documents.

SDG&E change route to go around Anza-Borrego State Park via three alternatives. Company, however admits more environmental
damage with alternatives than going through
Anza Borrego.

September 2006

After reviewing Preliminary Environmental Assessment, CA Dept of Parks and Recreation publicly determines the Sunrise Powerlink project’s impacts to Anza-Borrego Desert
State Park are immitigable.

CA Public Utilities Commission informs SDG&E their technical, economic and preliminary environmental assessment sections of their application are incomplete.

Commissioner Dian Grueneich directed SDG&E to submit routes for the Powerlink that avoid Anza-Borrego Desert State Park.

More than 500 people attend second pre-hearing conference in Ramona.

August 2006

Legal filing against SDG&E's original bifurcated application led to SDG&E filing a second application, slowing the CPUC proceedings approximately four months.

CA Independent System Operator Board of Governors votes to support project. Decision is considered advisory only and with no public review of technical report.

April 2006

CA Public Utilities Commission rules that SDG&E must amend its application to address opponents environmental concerns and allow for increased public participation, including
agencies and Anza-Borrego Desert State Park.

Project opponent, Kelly Fuller, walks 78 miles of proposed route to raise awareness and media attention.

March 2006

California Department of Parks and Recreation changed its official position from neutral to opposed to the line running through Anza-Borrego Desert State Park, thus allowing
Parks and Recreation's legal counsel to defend Anza Borrego in the CPUC proceedings.

SDGE files intent to resubmit its application.

January 2006

Center for Biological Diversity, Sierra Club and Mussey Grade Road Alliance file motions with CA Public Utilities Commission opposing SDG&E’s request for a bifurcated process that separates economic need from environmental
impacts.

More than 600 people attend pre-hearing conference in Ramona.

December 2005 SDG&E applies for Sunrise Powerlink construction project with CA Public Utilities Commission with standard filing exemption
request in effort to subvert public participation.
